Board of Assessment Review (BAR)

Duties:

The responsibility of the BAR is to hear testimony, supporting evidence and proof to determine that the final assessment of each complainant is fair and equitable.  A member of the BAR acts as secretary to record and then sends a notice of its decision to the taxpayer.

A new member or an existing member of the BAR who is reappointed must attend a mandatory school conducted by Ulster County Real Property Services for which the town reimburses the member.

On grievance day, BAR members receive and hear input from residents who are disputing their assessments. This normally is 2 hours in the afternoon and 2 hours in the evening. Those BAR members are paid $100. for their time.  The members then meet on another day to review and render a decision upon this input for which they also receive $100.
